Teams study L.A. basin network
Doug Harris is overseeing some 35 teams busy
studying how APC and ARCO Pipe Line run a complex network of
pipelines, terminals, and storage tanks in L.A. Basin.
Harris is responsible for designing a more efficient way to operate this network. The new design will be ready by the end of summer, and implemented by year-end."Because the current crude and products transportation system is divided between APC and ATC, there is redundant metering, scheduling, counting, and bureaucracy," says Harris.
Operating the system more seamlessly, he says, should create cost savings, speed, and opportunities for growth, "We're taking a close look at this because we don't want to build a new organization until we fully understand the business."
